Animation can be quite lengthy and involved, for this reason I have left off the instructions for adding the name. However, everthing else is explained. If you know how to use Animation Shop you may have an easier way of doing things by all means use them!
If you don't wish to make the portholes and just want to do the animation part click HERE to download the portholes/fish themselves then move on to the animation part.
Resources- PSP 8 or 9 and Animation Shop.

Hold the brush in the middle of the image and give it a shot or two of paint without moving the brush (the brush is large enough to cover the image so no seams show). Merge these two layers and rename it "background".
- Add a new layer. Activate the rectangular selection tool
then click on the custom selection button
and enter these values: top 0, right 500, bottom 20, left 0. Flood fill with the gradient angle set to 237. - While selection is still active add a new layer. Get the grunge51 brush, size 322 and blend mode set to dodge and give the selection a few shots across. Select none and merge these two layers. Now add a drop shadow with the following settings:

- Duplicate the layer. Go to image->flip (ctrl+I). Activate the move tool
and move it to the bottom. Merge these two layer and lower the opacity to 58. This is what you should have so far:

- Add a new layer and get the section tool. Draw a circle and flood fill with the gradient. Change the color to #707870 and get the grunge11 brush set blend mode to burn and give the cirle one shot of paint.
- Go to selections->modify->contract by 20. Hit the delete key to get rid of the middle. Select none. Give it an inner bevel with the following settings:

- Add a new layer then get the glass tube. Apply the tube so that it just fits inside the circle. Drag this layer below the ring layer. Now link these two layers together by clicking on the chain link in the layer palette.
- Duplicate both the ring layer and the glass layer twice. Then click on the chain links so that your palette looks like this:

- Activate the mover tool and move the rings into place. Refer to the finished image.
