This is a very simple way to make a bulletin board for your announcements. I am sure there are many ways to go about this and I know there is a corkboard pattern included in PSP 8 but I find this does the trick nicely. And besides I like to make things from scratch lol.

Resources- PSP 8 or 9. If you don't already have a copy you might be able to find one on eBay.
- In case you don't have the cracked paint pattern you can download it HERE. This is a pattern that is included in PSP 8. Drop it into your pattern folder.
Let's get started
*Please note: If you install this tutorial as a quick guide you may get a script error when trying to view the images, just click "yes" at the prompt and the images will show properly. Don't know how to install quick guides? then check out the tutorial found HERE.- Open a new rectangular image any size you want (mine is 500px x 350px). Color is #DAB58E, 72 res, 16 mil colors.
- Go to adjust->Add/remove noise->add noise at 20 percent, monochrome checked, gaussian checked.
- Now duplicate the layer (Layers->Duplicate). Set the layer blend mode to burn and lower the opacity of the layer to 74. Merge all layers (Layers-Merge->merge all)
- Go to Image->add border. Set color to #DAD6D6, symetric, 15px.
- Get the magic wand set to rgb value, tolerance 0, feather 0 and click inside the grey area. Then add a new layer.
- Flood fill the area with the cracked paint pattern then lower the opacity of the layer to 58.
- Add a drop shadow vert 2, hor 2, opacity 55, blur 3, color black. Then repeat except change vert -2 and hor -2.
- Select none, merge all layers and save.
