  1. Open a new image 500 x 500px white background, 72 res, raster background.
  2. Set your foreground color to white, background color to black.
  3. Go to Effects->Filters Unlimited->Render->Clouds(fore-/background color) Set cloud type to 65 and gamma 128 and apply.
  4. Duplicate the background layer twice.

  1. Activate the top layer (copy 2) and flip it (Image->Flip).   Set the layer blend mode to lighten.
  2. Activate the middle layer (copy), flip it (Image->Flip) then mirror it (Image->Mirror).   Set the layer blend mode to lighten.
  3. Merge the layers (Layers->Merge Visible).
  4. Go to Effects->Texture Effects->Mosiac Glass and apply the following settings:
