I get many many emails asking me how to do this effect so here it is. The photo I used here is from a wonderful photographer Jyn Meyer whose work can also be found at the StockXChang.
Resources- PSP 8 or 9. You can download a demo of v9 HERE.
- The beginning image. You can use one of your own or download the one I have used HERE. Unzip it to your harddrive and open in PSP. Delete the watermark layer.
- **Optional** The preset shape that was used for the corners. You can download it HERE. Last one on the right top row.
Let's get started

Don't know how to install quick guides? then check out the tutorial found HERE.- Open the image and add a new raster layer.
- Get the rectangular selection tool and make the selection the size you want.
- Now go to Selections->Modify->Select Selection Boarders. Set the boarder width to your liking (I chose 1), inside, and anti-alias checked.
- Flood fill
with the color of your choice. Select none. - Get the wand (add mode, RGB value, tol 30, feather 0) and click inside the rectangle. Add a new raster layer.
- Flood fill with the color of your choice. Lower the opacity of the layer to your liking. Select none.
- **Optional**Add a drop drop shadow ON ITS OWN LAYER, size, placement and opacity to your liking.
- **Optional**Add the preset shape to the corners.
